The fourth batch of MVNO licenses is said to be launched at the end of this month

Wen Ku, Director of Development Department of Ministry of Industry and Information Technology(MIIT) said at the recent China Virtual Network Operators Industry Conference that Chinese virtual operators users have amounted to more than 400,000. Besides, the fourth batch of MVNO licenses are about to be launched.

The MIIT has issued mobile resale licenses to 25 companies in three batches previously, until now, China Telecom, China Mobile and China Unicom have achieved cooperation agreement with 26, 17 and 25 private companies respectively.

Wen Ku says, along with the enactment and completeness of related policies, problems appeared in previous trial work have been solved basically. Now many companies have allocated numbers formally to develop their users with accumulated users amounting to more than 400,000, of which the whole trial situation is pretty good. The MIIT has been encouraging and guiding resale companies to combine their own advantages and features, design and combine the present business and communication service, to offer users with better service and more choices through business and service renovation.

It is said that the fourth batch of MVNO licenses might be given to companies like Hainan Airlines, Foxconn, Lenovo, Hisense, Ping An, CMBC, Stellar, Phoenix, Haier, Xiaomi, 263ONET, Youku, Dr.Peng, etc.

Wen Ku believes that mobile communication resale companies business is still at early development stage, and many aspects including business mode, cooperation mechanism have been exploring. With the business expansion, mobile communication resale business will enter a rapid growth period.
