Along with the commercialization of mobile resale business, 170 cellphone numbers(MVNO exclusive number segment)have been gradually accepted by the market. Recently, Zpstreet asked virtual telecom operators for a public bid of 300,000 170 cellphone number SIM cards for the first batch.
The tender requirements are as follows:
1, types of procurement: virtual operators owned 170 special cellphone number section of China Unicom and China Mobile, each card can set the minimum charge, but the monthly minimum spending limit shall no more than 6 yuan;
2, tariff: call out: 0.10 yuan/minute, long-distance and local telephone fee are the same; call in: free of charge nationwide (excluding Hong Kong, Macao and Taiwan);
3, payment of the procurement: prepay 1~3 months minimum charge fee before activation according to the number of SIM cards, charge the tariff normally after activation and get paid by the purchaser (Zpstreet.com) monthly;
4, requirements of the number section: only directional procurement of 170 number section owned by virtual operators, special Introductions: limited as continuous number section (China Telecom SIM cards are unavailable);
5, Covered cities: 304 cities including Beijing, Shanghai;
6, Amount of the procurement and activation rate: the first batch of procurement is 300,000 by three months, 100,000 per month. The number section will be distributed according to the number of member shops of Zpstreet.com in prefecture cities (by the area code) ;
7, Promised activation rate: no less than 70% within three months after signing the purchase agreement.
It also has requirements for the bidders, the bidder must have obtained the license for mobile telecommunication resale services (pilot) issued by the MIIT, the virtual operators (enterprise) themselves that have obtained the 170 number section issued by the three major operators, bids of the agency companies or branches are not accepted; the number of covered cities should be more than 20 (by the end of 19th August 2014); virtual operators that have obtained the bidding qualification.
