Huawei Releases 5G Spectrum Public Policy Position Calling for Global Collaboration White Paper

As the 2017 Global Mobile Broadband Forum approaches, Huawei released the 5G Spectrum Public Policy Position, which proposed the concept of multi-layer spectrum, Huawei said in the Position that spectrum depends on the regulatory agencies’ planning and allocation of continuous spectrum in 5G era, it calls for global industry organizations and regulatory agencies to actively promote spectrum harmonization and provide timely and sufficient spectrum resources for early deployment and scale commercialization of 5G.

"The future of 5G is based on the promotion of digitization process of vertical industries; its success depends on the collaboration between communication industry and all the potential 5G industries. Spectrum is the blood in communication age, while global spectrum harmonization is not only an important guarantee for 5G to enable economies of scale, facilitate cross-border coordination and roaming for end users, but the key enabler for the success of 5G." Yang Chaobin, President of Huawei 5G Product Line, said unequivocally.

Ultra-fast speeds, low latency and excellent reliability are the features of 5G, it can not only enhance the experiences of communication, but also widely used in multiple industry applications, such as smart manufacturing, car networking, smart logistics, wireless broadband access and more, it bears the mission to promote social digitization, which needs more spectrum resources than ever.

According to the different needs and spectrum characteristics of various 5G business, Huawei put forward the concept of 5G multi-layer spectrum. Specifically, the 2 to 6 GHz range (C band of 3.3-4.2GHz and 4.4-5.0GHz) spectrum is "Coverage and Capacity Layer", which can deliver the best compromise between capacity and coverage and will be the first commercial 5G band; the "Coverage Layer" exploits spectrum below 2 GHz (e.g. 700 MHz), providing wide-area and deep indoor coverage; the "Super Data Layer" relies on spectrum above 6 GHz (e.g. 24.25-29.5 and 37-43.5 GHz) to address specific business requirements with extremely high data rates.

White paper pointed out that 5G spectrum depends on the regulatory agencies’ planning and allocation of continuous spectrum. C band is emerging as the primary frequency band for the introduction of 5G by 2020, each operator will need at least 100MHz continuous bandwidth in 5G network to adopt the massive MIMO technology and boost peak, average and cell edge throughput with affordable complexity to bring excellent mobile broadband experiences. It is expected that the 5G NR system exploiting 3.3-3.8GHz will provide commercial services in 2018, Huawei strongly appeals to regulatory agencies to allocate 3.3-3.8 GHz or part of it to support 5G deployment.

In the 5G era, high frequencies (above 6 GHz) will play an important role for business requiring high capacity. Huawei suggests regulatory agencies to allocate at least 800MHz continuous spectrum to each operator in the initial stage of 5G development, which is very important for hotspot areas as well as for fixed broadband fibre-like connectivity (WTTx).

5G NR will bring many new features and technologies, such as uplink-downlink decoupling, Massive MIMO, inter-operator network synchronization, duplex flexibility and others. Regulators’ support for these technologies will greatly promote the efficient and flexible allocation of spectrum resources. The uplink-downlink decoupling technology broke the traditional restrictions of bounding to the same band in uplink and downlink, the LTE band in 1.8GHz could carry part of the uplink data of 3.5GHz, maximizing the utilization of spectrum resources and enhancing network coverage.

In addition, Huawei calls on regulators to embrace the principle of technology neutrality in the spectrum allocation and utilization to promote utilization and sharing of spectrum resources. At the same time, regulatory agencies should support Massive MIMO application and popularization. Network synchronization will tremendously promote 5G-NR network deployment in unpaired spectrum, while duplex flexibility could utilize spectrum resources in a more flexible and effective way.
