General manager of China Unicom Regulatory Affairs Department Zhou Renjie said, China Unicom is a basic operator who shows "the most friendly" attitude to MVNOs, and all of the 25 MVNOs who cooperate with China Unicom have started number allocation and conducted businesses, 7 of which have over 1 million subscribers individually.
Zhou Renjie said, China Unicom has MVNO businesses on 136 local networks in 29 provinces, which will be expanded to 188 in 2016. The main reason why China Unicom doesn't carry out MVNO businesses nationwide is the constraint of number resources , which is a policy issue, he said.
According to him, China Unicom MVNO subscribers have reached 21.87 million by March 23rd, 2016. The previous statistic data shows that China Unicom's MVNO subscribers have accounted for 90% of the total MVNO subscribers in China.
