TRAI announces MVNO recommendations

The Telecom Regulatory Authority of India (TRAI) has announced its recommendations for the introduction of mobile virtual network operators (MVNOs) to the Indian market. Following the Department of Telecommunications (DoT) request for its input, the TRAI has proposed that no restriction be placed on the amount of MVNOs allowed to operate in the country; it has specified however that any MVNO should be allowed to utilise no more than one operator’s network. Entry fees have been recommended at a maximum of INR50 million (USD1.18 million) for Metro/Category A circles, with costs for Category B and C circles set at INR30 million and INR10 million respectively. This would mean that for an MVNO wishing to establish national coverage the total cost would be INR750 million. The DoT is now expected to take up to three months to confirm its final decisions on the regulations.
